Choose for the problem: Consider Glad Activated Carbon for odor control or Bulldogology for sticky corners. Larger pads can help with edge misses.
Check the absorbent area, backing and replacement cost before buying a bulk pack. Our selections use published tests and listings. We have not tested these pads ourselves.
You come home and the pad is soaked. Then there’s a second puddle on the floor, just past the edge. The pen smells before you even get your coat off.
A puppy pee pad is a disposable sheet with an absorbent core and a waterproof plastic back. Pads are one small part of a new puppy kit. Inside most of them, a powder turns liquid into gel. So the wet stays off your floor.
Misses also invite repeats. In the AKC’s words, dogs are attracted to the smell of previous business. So on a rented floor, every repeat puddle is one more spot to answer for at move-out.
If you’re covering her whole day on your own, that’s a lot to carry. But three testing labs and dogs in real homes have already soaked these pads for you.
We don’t sell pee pads. Amazon links are affiliate links. However, we do sell a printable puppy schedule kit and a puppy corner odor device, linked below.

Which puppy pee pads should you buy?
- Best overall: Glad for Pets Activated Carbon, top pick in Good Housekeeping’s test.
- Best for a puppy who paws the pad: Bulldogology, The Spruce Pets’ best overall, with sticky corners.
- Best value: Amazon Basics, Good Housekeeping’s value pick. However, testers split on how much it holds.
- Best large pad: Scott Pet Guard, 36 x 36 inches.
- Best for giant-breed puppies: Four Paws Wee-Wee Gigantic, 27.5 x 44 inches with an edge guard.
Which puppy pee pads did the testers rate best?
Good Housekeeping had dog owners use the pads at home, then poured liquid on them in its Textiles Lab. The Spruce Pets, meanwhile, ran 20 pads through its New York lab and real homes for up to three months.
Glad for Pets Activated Carbon: the best overall pick
It was Good Housekeeping’s best overall. The liquid soaked in fast and didn’t pool on top, so the pad was easy to toss. Its testers also said it hid odors well.
The Spruce Pets named it best super absorbent. In fact, none of their testers could smell the vinegar poured on it. The listing also shows a 6-layer, 23 x 23 inch pad.
Good for: a pen corner where smell is the worry.
Watch out for: one size only, and a little slower to soak up in The Spruce Pets’ test.

Bulldogology Premium: the pick for a puppy who paws
The Spruce Pets’ overall winner held multiple cups without spilling a drop. It didn’t tear when testers lifted it soaked. Each corner also has an optional adhesive tab.
The tabs keep the pad down when she spins or paws before she goes. The listing shows a 6-layer, 24 x 24 inch pad. An XL size is sold too.
Good for: a puppy who drags or bunches the pad.
Watch out for: bits of adhesive stuck to wood floors at times, and both sides are white.

Amazon Basics Pee Pads: the value pick, with a split verdict
Good Housekeeping named it best value. In its lab, the surface felt dry in just over a minute. However, home testers rated it just okay with odor.
The other labs saw it differently. For example, in Consumer Reports’ lab, it was far from the most absorbent pad. Its slippery top resisted clawing better than most, though. At The Spruce Pets, too, its absorption fell short of the winners.
Good for: a puppy who claws pads, on a budget.
Watch out for: change it sooner, since two labs rated it less absorbent.

Scott Pet Guard XXL: the large pad
At 36 x 36 inches, it was the biggest pad Good Housekeeping tested. Also, the liquid soaked in almost instantly and didn’t spread across the surface.
So the testers suggest it for a larger puppy or a dog home alone for a long stretch. The brand also lists a training scent.
Good for: a pen floor or a bigger puppy.
Watch out for: it costs more per pad than the regular sizes.

Four Paws Wee-Wee Gigantic: the giant breed pad
At 27.5 x 44 inches, it has more surface than almost any other disposable pad in The Spruce Pets’ review. In fact, it soaked up 5 cups without feeling waterlogged. The listing also adds a runoff edge guard.
Good for: puppies who are big from the start, like Saint Bernards.
Watch out for: a slight plastic smell, and the long shape won’t fit every crate.

What a late day does to a pad
A story from Michael Northcutt, our founder: At 5:15 p.m., a friend of mine sat in a dead stop on the highway, doing math. Her puppy had been alone since one.
She’d planned to be home by four, but a truck had tipped over up ahead. And since she lives alone, nobody else had a key.
She got home at 6:40. There was a puddle on the pad and another one off it. Her puppy wiggled in circles, while my friend sat on the floor and apologized.
The next weekend, she gave a spare key to a neighbor two doors down who has a dog too. She also taped a card inside a kitchen cabinet. It lists where the leash and bags are, how much food, and the vet’s number.
She’s used that backup twice since. Both times, the text back said, “On it.”
Overall, her puppy went once on the pad and once beside it. On a long day, more trips land on one pad, so a bigger pad gives her more room. Similarly, Good Housekeeping’s testers point the XXL at dogs home alone for a long stretch. The AKC lists arranging help for long absences as part of house training, too.
What should you look for in puppy pee pads?
In short, four things separate one pad from the next: size, attractant, layers and odor control.
What size puppy pee pads does she need?
A 22 or 23 inch square counts as regular size at Good Housekeeping. So buy for her size and for the space the pad covers. For example, larger sizes help cover the bottom of a puppy pen.

Also, keep her bed off the pad. Most dogs prefer not to eliminate in their sleeping space, and a bed on the pad blurs that line.
Pad surface, in square inches (our math from the listings)
Derived, not tested: length x width from each Amazon listing’s stated size (22 x 22, 23 x 23, 24 x 24, 27.5 x 44 and 36 x 36 inches), October 2026.
By that math, then, the two big pads give a puppy more than twice the surface of a regular square.
Most male puppies lift a leg, so their pee lands a few inches away. So for him, The Spruce Pets suggests pulling the pad away from walls.
Do puppy pee pads with attractant or pheromones work?
No lab we read could answer that. For example, The Spruce Pets couldn’t test whether Bulldogology’s pheromone attractant helps or is a gimmick. Likewise, in Good Housekeeping’s write-up, attractant is a brand claim.
So treat the attractant as a small extra. Instead, pick on size and leaks first.
Do more layers make puppy pee pads leak-proof?
In general, more layers and more thickness should mean more absorbed. Yet Good Housekeeping’s testers found pads labeled “100% leak free” that leaked.
Most pads hold 3 to 5 cups of water. By comparison, a 10-pound puppy may pee a little over a cup a day at most.
In Consumer Reports’ lab, none of 10 pads leaked after two cups of warm water dried overnight. Good Housekeeping’s home testers did see one pad leak when a dog peed near the edge. If one leaks onto a rug, here’s how to pick a carpet cleaner for dog pee.
How many pee pads will you go through?
One good pad lasts two to three uses, in The Spruce Pets’ experience. Depending on age, a puppy may need a break every one to two hours while awake.
So count her pad trips for one day. Divide by two or three, then multiply by seven. That’s your rough weekly number, and you’ll have it by dinner.
Tip: Put down one pad at a time. Overlap two only if she keeps missing the edge.
Do charcoal pads stop the smell?
A charcoal layer, often sold as “activated carbon,” was excellent at absorbing smells in The Spruce Pets’ test. Even so, Good Housekeeping warns these pads can only do so much.
Scented pads are a matter of taste, since many unscented pads absorbed strong smells just as well.
Do you need a dog pee pad holder?
Owners who use pads long term often pair them with a litter box or pad holder. Early on, however, a pad that won’t stay flat is the bigger problem.
A sliding underpad spooked The Spruce Pets’ Pomeranian tester on a wood floor. Bulldogology’s sticky corners, in contrast, held firmly to that floor. Later, a holder makes sense once pads are her permanent bathroom.
If she shreds paper pads, our guide to washable pee pads for dogs covers the cloth option.
Do puppy pee pads slow down outdoor potty training?
They can. For example, veterinarian Megan Conrad, M.B.B.S., discourages pads with her patients. She told Good Housekeeping pads might teach puppies it’s okay to go indoors.
“I strongly encourage potty training your puppy outdoors from the start.”
Dr. Megan Conrad, M.B.B.S., veterinarian, Wellhaven Pet Health, speaking of owners with a yard
However, the AKC’s trainer author, Stephanie Gibeault, CPDT, calls pads a useful training tool in certain situations.
| Your situation | What to do | Who says so |
|---|---|---|
| Private yard or outdoor space | Go outside from day one | Dr. Conrad |
| Quick outdoor access | Maybe no pads, or only at night for a few weeks | Chyrle Bonk, veterinary consultant, to Consumer Reports |
| No quick way outside | Pads until she’s closer to 4 to 6 months | Chyrle Bonk |
| City puppy, shots not done | Pads until she’s fully vaccinated, about 16 to 17 weeks | Dr. Conrad; the AKC |
| Home alone for a long stretch | Pads as a short-term backup | Dr. Conrad |
So plan the hold time with both numbers. The AKC’s common guideline is about one hour per month of age, up to about 9 months to a year. Age in months plus one hour is the outer limit for Humane World for Animals and the AKC.
Already juggling the clock? Our free Potty Break Timer takes her age and her last trip. Then it shows her next trip time, her hard limit and a countdown.
If you want her outside later, Dr. Conrad advises putting the pad by the door. Also, our guide to potty training a puppy with puppy pads walks through the move, step by step. Meanwhile, the bigger picture lives in how to potty train a puppy.
Tip: Pick up throw rugs for the first weeks. At first, Good Housekeeping’s puppy tester thought anything soft and rectangular was a pad.
When is it more than a pad problem?
Persistent house soiling may signal a medical problem. So ask your vet to rule that out first. After that, an experienced trainer or behaviorist may be the next step.
Puppy pee pad FAQ
How long should you use puppy pads?
Usually only while she’s very young, in The Spruce Pets’ view. Some owners keep them for good, like those with very small dogs, harsh weather or a high-rise.
Can older dogs use puppy pee pads?
Yes. A pad in the crate at night helps a senior or ill dog with incontinence, Good Housekeeping notes.
Which side of the pee pad goes up?
The soft, absorbent side faces up and the plastic side faces the floor. On all-white pads like Bulldogology, that’s hard to see in low light.
How we chose: In October 2026 we read Good Housekeeping’s lab and home test and The Spruce Pets’ 20-pad test. We also read the free part of Consumer Reports’ lab report and three AKC guides. Page one of Google and the questions owners post in forums shaped the sections. We read each Amazon listing for sizes and layers, and the size chart is our own math from them. Price tiers come from each listing’s price per pad on October 18, 2026, ranked against each other. We did not hands-on test these pads. Nobody at LoveMyPuppy is a veterinarian. We may earn a commission if you buy through our Amazon links. It doesn’t change our picks.
